(UPDATED) Tonight's meetings: Again, different treatment for 'false' applications on Licenses and Permits agenda

UPDATED: At approximately 4:35 p.m. April 26, 2021,the Licenses and Permits Committee members present (all but Anthony Kennedy) voted to concur with the city attorney's recommendations. No committee member questioned the discrepancies pointed out in this article. The City Council will next hear the issue.

KENOSHA ⏤ As the Uptown Observer has reported before, while the Licenses and Permits Committee will consider quite a few bartender’s license applications missing convictions tonight, only two have been labeled “false”.

In fact, in only one application in the supporting documents for tonight’s meeting does the applicant list all of the charges they’ve received in court.

However, Kenosha City Attorney Ed Antaramian only gave the one for MVP Sports Bar a recommendation to deny on the reasoning of it being a “false application,” as well as a second that does not have a police record report in the supporting documents like the others.

The committee deferred that application, for Sean Farley, approximately 90 days ago on Jan. 25, 2021.

All but one missing information on charges

As stated before, all but one application ⏤ that of Jamie Lee Wambach ⏤ fail to list all of the criminal charges that each applicant has been arrested for or convicted of.

The only application that listed all of the previous charges before being submitted to the city.

In fact, one application the City Attorney gave a recommendation to approve ⏤ that of Francisco Moreno ⏤ lists none of Moreno’s criminal charges.

Three of the four omitted charges pertain to alcohol:

Nov. 29, 2016: Liquor, sell to a minor, found guilty;
Nov. 29, 2016: Liquor, license violation; guilty;
and Nov. 17, 2017: Sale to UAP 2nd, sale of alcoholic beverage to UAP 2nd, default judgement.

Yet, none of these omissions triggered a declaration of it being a “false application”.

However, the application of Kanijah Maze stands out as one of two “false applications.”

Like the others, Maze neglected to mention crimes and charges.

However, unlike the others, none of his crimes pertain to alcohol:

April 23, 2016: Operating while suspended, guilty;
Oct. 22, 2016: Credit card – fraudulent use, guilty due to no contest plea;
Aug. 2, 2017: Possession of THC, guilty due to no contest plea;
Aug. 2, 2017: Resisting or obstructing an officer, guilty due to no contest plea;
Aug. 2, 2017: Operating while suspended, guilty;
Dec. 8, 2017: Operating without a driver’s license, guilty;
And Oct. 11, 2019: Operate motor vehicle by permittee without instructor, guilty due to no contest plea;

In fact, the documents show his crimes are mainly related to traffic violations.

Yet, on his application, Antaramian checked the box next to a certain option to deny.

“DENY, based on material police record (substantially related to the license activity),” the checked box at the bottom of Maze’s application states.

Not addressed

The committee members present Monday night ⏤ all but Anthony Kennedy ⏤ didn’t ask any questions of these seeming discrepancies.

In fact, without discussion, the members present unanimously voted to concur with Antaramian’s recommendations.

The City Council will now hear the issue at its next meeting.
